Countermeasures will resolve the responsibility of the government for redress. However, if the fail government could not injure in this way damages to compensate the party or all the method is not cross-over. Other peaceful means must be blocked, because grounds for adopting the ways provided by the letter of United Nations Charter and international law for security purposes and the prevention conflicts in international relations.
